It would be IS.

Examples:
2 million dollars is a lot of money.
5 dollars is also a lot of money for a cup of coffee

Posted from my mobile device

Thanks bb for the response!

It means that this is another exception to the SV agreement rule that we normally use to identify singular and plural subjects.

Let me chime in.

There are massive exceptions actually in every area of SC.

Have a look at this one.

A pair of pants is...( singular verb)
vs
A pair of architects have/ are...( plural verb)

Have a look at the SC testing this concept:

Hi Ali,

Thanks for your response.

In this problem, it is easy to identify that the subject is plural because " their idea would work" is mentioned at the end of the non underline portion of the sentence

Yes. In fact, in most of the cases the non-underline portion gives the clue( at times pronoun used gives the clue). And in almost all such cases you are not being tested on SVA.

Look at these SCs:

https://gmatclub.com/forum/though-renow ... 46136.html

https://gmatclub.com/forum/in-addition- ... 32192.html

https://gmatclub.com/forum/the-iroquois ... 22748.html

But at times a little specialized knowldge is required for SVA.

Look at this SC: https://gmatclub.com/forum/just-because ... 44919.html

It's an old SC but take away is important: Noun Clause can be the Subject of the Clause(OA), but Subordinate clause cannot be (Ans Choice A).

Having said that, the high level official SCs that test SVA are actually inverted sentences (sentences in which verb appears before the subject itself).
