Hello - would love some insight into schools that may be easier in round 3 (as compared to ones you shouldn't even bother with)

I think you’re asking the wrong question regarding applying in Round 3. For almost any MBA program, the chances of acceptance in R3 are less – yet every program at every level accepts some applicants in R3. There are two key reasons they do so: (1) along with being well qualified, the applicant fills a gap or presents a relevant element of diversity in terms of industry, function, geographic region, etc.; and/or (2) the applicant is simply so compelling (regardless of industry, function, geographic reason, etc.) that the adcom feels lucky to have received the application and can’t wait to get the applicant onboard.
For R3, since you can’t know the status of (1) for any given school, you should always aim for (2) with your application. One more thing – some programs have four rounds. So they might be slightly easier admits for R3.
As for reapplications – almost all schools welcome reapplicants. The key is to demonstrate growth since the previous application. Anecdotally, in my experience, only HBS and INSEAD have been a little more challenging for reapplicants. Otherwise, your chances are as good as and sometimes better than first-time applicants, assuming a well-composed application.
