Wow that's a pretty long short list--lol. If you have targeted these schools already, I assume it's because you think they are a good fit for your abilities and learning style, culture, etc. so I would say apply to as many as you have time to do a quality application for. This means you would have to come up with a pretty deep set of recommenders, since it would be rude to ask someone to do recs for more than 3 or 4 schools. You could space the applications out over the various application rounds so you don't get too fatigued. Honestly, the most I have ever had a client do in one season was 10 applications. Since your list is more like 16, you might want to pare it down a bit more.
