A dangling modifier is one that have no noun to refer to. Following examples are from Manhattan SC Guide:

Resigned to the bad news, there was no commotion in the office.
Walking along the river, the new tower can be seen.

The modifiers "Resigned to the bad news" and "Walking along the river" do not have nouns to refer to. Hence they are dangling modifiers.
