IMO, C.
Severe critics > severely numerous critics. D and E out.
incresingly numerous > increasing numerous. A & B out.

Note: MGMAT SC empasizes that Modifier ( in this case that seem ... ) must be close to noun it modifies (deficiencies), but it seems to me this sentence is exception. So far I have seen a lot of exceptions in OG, Kaplan,....

Dont you think that increasingly is an adverb & we need an adjective to modify noun 'critics'. I think we should hang on with increasing.

IN C,'THAT' REFERS TO THE LEGAL SYSTEM,WHICH IS WRONG..MOREOVER IF THE SENTENCE IS TO BE CORRECT THEN 'SEEM' SHUD BE 'SEEMS' COS LEGAL SYSTEM IS SINGULAR

IMO A..

Adjective and Adverb adjective noun construction. All other choices are wrong

Here "severe" should modify a noun "critics" and "increasingly" should modify an adjective "numerous". Therefore, we need the adjective "severe" and adverb "increasingly".
It is "legal system" that is denying, not "deficiencies.
So, C.
