If Past, Outcome cannot be in Simple future tense. (Wrong)
B.without controlling it, they would not be able to differentiate themselves
(No error as such, Hang on !)
C.they will not be able to differentiate themselves if they did not control it
Same as Option A
D.without controlling it, they could not be able to differentiate themselves
Could, able = redundancy
E.to be able to differentiate themselves would not be possible, had they not control it
Changes the intended meaning.
Had + V3, Would have been ( Grammatical rule)
So B.
