Here is my explanation:

The conclusion of the argument is Rather, dolphins are capable of higher cognitive functions that may include the use of language and forethought

The other two statements are the premises. The argument is asking to strengthen. Any option that offers support to the argument and helps the conclusion is the right answer

(A) Mammals have some resemblance to one another with respect to bodily function and brain structure.
This has no effect on the argument. We need to find an option that supports the conclusion that dolphins are indeed capable of higher cognitive functions

(B) The dolphins often exhibit complex new responses to the hand signal.

This is the correct answer choice. It supports the fact that dolphins have higher cognitive ability, and they can combine language along with forethought

(C) The dolphins are given food incentives as part of their training.

This does not add to support the conclusion. Dolphins being fed versus not fed does not impact the stimulus

(D) Dolphins do not interact with humans the way they interact with one another.

This is a contender. However, it does little to support the conclusion. How can interaction between dolphins versus interaction with humans determine/support the conclusion about the dolphin's cognitive ability?

(E) Some of the behaviors mentioned are exhibited by dolphins in their natural habitat.

If the behaviors mentioned are already exhibited by dolphins in their natual habitat, how can it support the conclusion that dolphins are able to show two different behaviors as a response to the stimulus by its trainers. This statement in fact undermines the conclusion.

Hope this helps!
