let's take a look:

Hence, we require the structure " announced that X, Y and Z". It is important that X, Y and Z are parallel. We are already given the form of X, which is "will shrink the workforce through attration". We have a simple future form and therefore will need this form for Y and Z as well. I think it is important to note that we don't need to repeat the word "will" again as its clear that the other verbs on the list have the simple future form as well. So lets look at the answer choices:
A. have halted some redundant operations, and have suspended thats a past tense and the answer doesn't maintain parallelism
B. along with halts in some redundant operations, and suspending "halts" is a noun, however, we need a verb form for all three actions on the list
C. as well as halt some redundant operations, and suspend This looks good because it maintains parallelism. The problem is that "as well as" is unneccessary and we want to find the most concise correct answer.
D. halt some redundant operations, and suspending "suspending" breaks the parallelism
E. halt some redundant operations, and suspend maintains parallelism and is more concise than C. Hence, its the correct answer.
