Okay, so, State X mandates that employees will receive 50% additional hourly pay for each hour worked beyond 8 hours on a particular day. State Y has a weekly approach - additional hourly pay for exceeding 40 hours in a week. At first glance, one wonders, what difference does it make for an hourly-wage worker? Then you realize, for X, if it's 8 hours a day and no extra pay until the 8 hours are exceeded, then even if employees work 7 days a week, their hourly wage will remain within the mandated 8-hour window! (which could amount to, for 7 days, 7*8 = 56 hours). In State Y, any exceeding of 40 will imply extra pay. No exceptions.
So the answer is quite palpably A, especially since most employees are stated in that answer to work for 5 or 6 or 7 days a week (at least 5 days), which may not be that beneficial to do in State X.

This is a confusing question and it took sometime to solve. The key is to understand the comparative metric.
(A) Most hourly-wage employees work at least five days per week. Correct: if the employees work at least 5 days a week then 5*8=40 they cover a minimum of 40 hours, anything beyond that is subject to overtime pay in the case of State Y. In the case of State X even if they work for more than 5 days and do 8 hours for the 7th and 8th day they do not get overtime pay. Whereas, if State Y works for 6th and 7th day even for 1 hour it is subject to overtime pay.
(B) Most hourly-wage employees prefer to work for employers that do not provide overtime work. Incorrect: as then neither State X or State y policy will have any effect.
