There has been very slight traction for tech MBA's outside of the USA where the choice for a 1 year tech MBA is very slim.
Given that a good percentage of placement's for general MBA's are with Tech companies, would it be prudent to perhaps pursue a one year general MBA and do an extended/dual degree in Tech (part-time/online) post MBA or just pursue the Tech MBA's in USA. What I am trying to get at, is that 2 years full-time might not be financially feasible to most prospective techies, especially given the knock-on effect of Covid.

The course you do should get you the job you desire post MBA.
To break that down further, consider the academics, experiential learning, networking opportunities (which mostly come through clubs) that a program has to offer. Also very important- check out the employment stats (industry, function), and the recruiters that come on campus.

That said, most MBA programs will prepare you for a job in the tech industry - and in different roles. Personally speaking, I would prefer to invest in a single program than do a one year course and then do a part-time course, unless you are seeking very specialized technical skills which you will not get through an MBA
