My career goal is to get into Product Management in Tech. I am a Software Engineer 2 at Microsoft with 3.5 years (as of now) of Work Experience in Tech. My current role at Microsoft is somewhat like a bridge between customers and engineering teams, so more or less like a PM already.
I have 3 offers and need advice. I have a good scholarship from Tepper, a very good scholarship and in-state tuition at Foster and an admit without a scholarship at Ross.
Also, is it possible to leverage Tepper and Foster to get a scholarship at Ross? Their website says they don't negotiate scholarships.
PS - I am also waitlisted at Cornell Tech.

The main question I see in your post is whether you can leverage Tepper and Foster for a scholarship at Ross. School policies vary on that. To me, it is worth a shot, and if you are honest about your situation, the worst they can say is no. I would describe your love for Ross and what you believe you could contribute, but say you're torn because of the disparity in financial packages of the offers you've received. Then describe, say that you're still hoping to make Ross work, and is there anything more you can do to be considered for scholarships? Thank them for considering your request.
If they say no, okay, you will have no regrets - at least you tried.
Beyond that, choosing which option is best for you is a very personal and complex decision. Since these are professional programs, the career piece usually weighs heavily for clients. I'd suggest you talk to people in your target industry for their thoughts, and also think about the short term and long term perspective.
