I’m sorry about your experience. Hopefully I can help a bit.

1. You don’t need your official score report to submit your application. You can submit your application and populate the test score that you’re ready no and they will be able to confirm it in the system when it becomes reportable.

2. Many other applicants are affected by the same issues so there is an understanding and awareness of these issues among the business calls. I would recommend writing a three sentence email after you submit your application and I letting the school know that you will be submitting your scores as soon as GMAC system allows you to and That you have taken the exam long ago but have been waiting for them to release the official score report.

I'm sorry to hear about all of this. The first thing I would do is contact the folks at GMAC by phone. Have you been able to do so?

The India Customer Service numbers do not work! :) I faced this before too when I was trying to contact them for my test that got cancelled.

No! I have not been able to do so. Just sent a bunch of mails to their various customer care email IDs because all the listed customer care numbers in India don't work!!
