How much time should ideally be spent on CR questions? It takes me around 2:30 to 3:40 minutes to solve 700 or above level questions.

You should aim for an average time of 2:00 - 2:15 per critical reasoning question, that means that it is ok to spend around 2:30 - 3:30 for the most challenging questions (700+level).

if you are just starting out then taking even 10 mins per question is fine. you need to build your foundations first and then only worry about timing :)
