Class is collective noun which must be referred to in singular.
2. concentrate vs had concentrated vs concentrating
We have a fact presented here. This class concentrates in X which is true in all circumstances unless otherwise specified.
"are concentrating" has two issues. One is the use of the word "are" to refer to the class and the other is that the present continuous tense indicates that at this moment, the class is concentrating on something which means at another moment it can be anything
"had concentrated" - unnecessary use of past tense. The non underlined portion "The art professor is elated" clearly indicates that we are in the present. So it would be illogical for the professor to be elated at a class which at some point in the past had concentrated.
Breakdown:
A) are a class of young painters who concentrate
-"are" is used to refer to the class - Eliminated
B) are a class of young painters concentrating
-"are" is used to refer to the class - Eliminated

Well, I am pleased to see that inverted structures are not getting the better of very many people!
Arvind42 is correct. "Here" is a dummy pronoun similar to the way the words IT and THERE work at times. ("Dummy" pronouns have a lot of names. "Placeholder" is another common name.)
Strip the sentence and make the dependent clause (the part following "that") into an independent clause in order to check the verb.
Original, [dependent cluause to check]:
The art professor is elated to discover that [here, at last, are a class of young painters who concentrate on technique rather than style.]
Stripped sentence:
The art professor is elated to discover that here, at last, are a class of young painters who concentrate on technique rather than style.
Stripped more:
Here,at last, are a class of young painters who concentrate on technique rather than style.

Invert the subject and verb:
Wrong: A class are here.
Correct: A class IS here.
