In the last 50 years, over the past 50 years, for the past fifty years, etc., are present perfect time markers. Therefore we need to use ‘has experienced’. We can drop B and E. In C, the use of that the auto industry has been experiencing has been” is terribly wordy.
In A, the referent for ‘which’ is not clear.
