Average time spent by All teenagers in playing games =
\frac{# of teenagers*hours spent}{20}

Since no teenager played more than 20 hours, highest time spent playing by one teenager will be 20

2*1 = 2
4*2 = 8
5*3 = 15
3*4 = 12
4*5 = 20
1*7 = 7
1*20 = 20

Total = 84

How Come (1*20) ?
It should be 1*10 know, Making the total 74

74/20 = 3.7

Look at the information given-

The chart summarizes the results of a study where twenty teenagers were surveyed about the time they spent each week playing video games. Two reported playing video games for 1 hour, 4 reported playing for 2 hours, etc. while 1 respondent reported playing video games for more than 10 hours.

Remember it is more than 10 hours. And now look at the question itself -

Assuming that no individual played video games for more than 20 hours per week, then the greatest possible value for the mean number of hours of video game-playing per week for the group is___________hours.

So for calculating the greatest value of mean, we need the max value for that one individual, which is 20 in this case.
