Could someone please elaborate what does the taunting statement trying to convey

hello....read the passage and you'll see it's a subtle sarcasm since rich don't beg or sleep under bridges.same way,rich don't sleep in bus depot ,poor do. keeping this in mind

(A) People should not be treated equally with respect to enforcing the ordinance vigorously.
we can't say since we've no info provided regarding this.so,incorrect

(B) Everyone should be treated equally with respect to enforcing the ordinance vigorously.
again same error as A

(C) The vigorous enforcement of the ordinance does not qualify as equal treatment for all.
correct as prohibiting the action of sleeping in bus depot wouldn't affect the rich ,only poor.means it's not as equal treatment

(D) The law holds poor people to stricter standards than it does rich people.
we don't know since it's not mentioned in passage. so,incorrect

(E) In a truly equal legal system, no one would sleep in bus depots.
extreme ,we can't infer it from the passage

Opposite- Incorrect

Premise not a conclusion- incorrect
(C) The vigorous enforcement of the ordinance does not qualify as equal treatment for all.
Correct - In last statement give some sense to mayor makes this correct
(D) The law holds poor people to stricter standards than it does rich people.
Irrelevant not a topic of standards
(E) In a truly equal legal system, no one would sleep in bus depots.

I see why the OA is C, but I think there is a flaw in this answer. C says "does not qualify as equal treatment for all" which is technically not true. By not allowing the rich or the poor to sleep on the bus, that would technically qualify as "equal" treatment; however, the author seems to argue that it is not "fair" treatment.

­As you noticed, the passage says that the mayor says that "such vigorous enforcement is fair, evenhanded, and administered in the best traditions of equal treatment for all."

So, here's the thing. The mayor and the passage are not the same entity. So, the mayor's point and the point of the passage can be different and indeed are.

If we look at the passage carefully, we see that its point is that, while the mayor may claim that such enforcement is fair, "It's time for the mayor to come to his senses," meaning that the mayor is saying something that doesn't make sense.

We see that the point of the passage is that what the mayor says is not correct and that vigorous enforcement of the ordinance isn't really justified by what the mayor says since a chief executive is unlikely to ever sleep in a bus depot.
