What is prob in A) choice.

I know C) is right "that" refers to "shelters"

But what is wrong in A.. . Plz help me.

Hi rrsnathan,
The problem with A is that 'costing thousands of dollars' (modifier) and 'were never used' (clause) are not parallel.
