"Judicious" is describing the type of backing that the government is giving

+1 C

Agree with C as well. Holds the parallelism of the sentence together

Guys I still don't clearly understand why "judicious government backing" ic correct? OK, I get it, C answer is the only one that seems more or less OK, however dont u agree that "judicious government backing" just by itself is wrong?

"judicious government backing" means government is judicious and it backs

government's judicious backing means that the government's backing is judicious

So Answer C changes the meaning of the sentence. This alone on many other questions is enough to drop that answer. How can this be included in the right answer?

Hi, Isn't Judicious govt backing different from Govt judicios backing? I think n first part Judicious is modifying govt where as we want to say that govt backing is judicious. Can someone explain please.
