My answer is (B). It took me 40 seconds.

"Require" (as well as "order") is a bossy verb that calls for subjunctive mood in the clause right after it (serving as its object). All options thus use "order" correctly.

(A) "a discharged employee" does not agree with "their".
(B) No obvious error. Keep for now.

(C) This is an interesting option. It is most common to see two usage patterns of verb order
1. Order someone to do something.
2. Order that (Noun clause using subjunctive mood).
I am not 100% sure whether we accept "order someone that (Noun clause using subjunctive mood)" as correct in itself.
But even though such use is acceptable, "should" in "they should" renders this option incorrect.

(D) See above
Also, "a discharged employee" is not compatible with "they" and "their".

(E) "discharged employees" does not agree with "his".

I think C is the correct answer since command subjunctive require bossy verb + that
therefore

managers order discharged employees that they should clean out their desks

D also follows the logic but it has plural pronoun "their" refer to the singular "discharged employee"

Eliminate C, and D -
1.) Subjective mood error - "Should" should not be used + SV Agreement error
C) managers order discharged employees that they should clean out their desks
D) managers order a discharged employee that they should clean out their desks

Eliminate E, and A - Intended meaning error + SV Agreement error
E) a manager order discharged employees to clean out his desk
A) managers order a discharged employee to clean out their desk

Correct Option B) a manager order discharged employees to clean out their desks
