I don't
hate this answer choice. It conveys the correct meaning, but it is certainly a mess. The modifiers really make you think about which modifier is modifying which clause, which is not fun. Nor was the previous sentence I just wrote ¯\_(ツ)_/¯
Let's just look at the sentence structure:

passive voice.Between (B) and (C), we'll happily choose (C) on the grounds that it is more clear and concise.
