Translate that statement into math:

(Midwest households that do NOT use electricity) ÷ (US households that DO use electricity)

So q is that not electricity in midwest = k* electricity in US

 K =(82* 25.9 * 10^4)/(35* 113.6 * 10^4)
K = 2123.2/3976 =.534

So K is approximately = 1/2 as the closest

so answer is b) 1/2
