IMO : E

11 & 1 are very sure. But the question didn’t mentioned all the points are in same line. So from point 7 is also possible

Yes, all three can be the distances since the towns needn't be in a single line. ABC could for a triangle such that AB = 5, BC is 6 and AC is 7 - no problem with that.

After you are done with this question, you should also remind yourself the range that would have been troublesome.
The distance from A to C cannot be less than 1. Also, it cannot be more than 11. This we deduce from "Sum of two sides of a triangle is always greater than the third side."
So an option such as 12 cannot be the distance between A and C.
