tartans are not alleged .. so a, b and d are out
it was not since antiquity that allegations came about so c. It distorts the meaning

IMO, B is the best answer.

Only B makes it clear that the tartans are "alleged" to "have been worn".
Alleged refers not to the noun "Tartans" but to the action of "worn".
