The figure below shows what is known regarding the Spanish and French language abilities of applicants for a marketing job at C’est La Vie Advertising.

If the C’est La Vie hiring manager only recorded applicants who did not speak French and applicants who did not speak either French or Spanish during the application vetting process as indicated in the figure, and a successful applicant must be bilingual in French and Spanish, select from each drop-down menu the option that creates the most accurate statement, given the information provided.

The highest number of possibly qualified applicants would be , but if there were a number of applicants who did not speak Spanish, but did speak French equal to those who did not speak French, but did speak Spanish, then there would only be qualified applicants.

The highest number of possibly qualified applicants would be__________, but if there were a number of applicants who did not speak Spanish, but did speak French equal to those who did not speak French, but did speak Spanish, then there would only be__________qualified applicants.

The provided information (in green) can be written in the table as :
If there is no applicant who speaks French and NO spanish, the highest number of the possible qualified applicant (who can speak both Spanish and French i.e. green shaded area) = 20 - 0 =  20

If there are applicants who did not speak Spanish, but did speak French (say X) = who did not speak French, but did speak Spanish. 
Then X must be 35. In that case, the green shaded area (qualified applicants) will have negative value. (20-35)
So, there won't be any qualified qualified candidate.
Hence , 
 First blank : A 20
2nd Blank : A 0

now as per venn diagram 
 not spanish only + not french only + neither spanish nor french + both spanish & french = 80

now both s & f = 80 - not spanish only - not french only - neither spanish nor french

so both s &f = 80 - not only spanish -35 -25 
both s &f = 80-60 - not only spanish

so both s&f = 20 - not only spanish

now both s &f is max when not only spanish = 0 so hisghet s&f both (quailified applicants ) =20

so answer or blank one is A )20

solution : now we are saying that not spanish but speaking french = not french but speaking spanish

so we have not french but speaking spanish = 35

so we have 35 + speaking neither french nor spanish +35 + (speaking both spanish and french ) =80

so we have (speaking both spanish and french ) = 80 -70 - speaking neither french nor spanish

so speaking both spanish and french is max when speaking neither french nor spanish = 0

so max speaking both spanish and french = 80-70-0 =10

Since each symbol represents 5 appliacants:
NF=7*5=35
NF+NS=5*5=25
Total Recorded = 80

Since we have to maximize S+F, We have to assume that the of the total recorded everyone who is unaccounted for speaks both languages.
So,
Total = NF+(NF+NS) + (F+S)
80 = 35+25 + (F+S)
F+S = 20

Second Blank

We are given that,
F+NS = S+NF
We know that, S+NF = 35
So, to maximize F+S, we have to assume that NF+NS = 0

80 = 35+35 (F+S)
F+S=10

This has caught every one stranded not even close when everyone thought that they got this one .

This is a big mystery why everyone got this wrong - why everyone fell for trap - is there something tricky that everyone failed to understand here.What is the source for this question - is it official GMAC question?

1. we have to take people who are not speaking French or Spanish. Spanish alone non speaking people is zero.
so 80-7*5(non french speaking people)= 80-35=45

2.but if there were a number of applicants who did not speak Spanish, but did speak French equal to those who did not speak French, but did speak Spanish. So now non speaking Spanish alone people=7*5=35

Subtract this from 45 (calculated above) gives 10

so both have C as answers.

Hmm, this problem seems clearly flawed. The conditional described in the question cannot even be fulfilled, since we'd end up with 95 applicants in the Venn Diagram. Perhaps the author assumed that it was possible for the marks in the overlapping section to represent a subset of the marks in the right-hand portion, but Venn Diagrams don't work that way. In other words, if we assume that the 25 people who don't speak either language were ALSO recorded separately in Don't Speak French, then we'd get a max of Spanish speakers. But that is not a valid way to read the chart, and the GMAT would not abuse a well-known form of notation in this way.
