The government should therefore institute a program under which tissue samples from the dead birds are examined to determine the amount of toxins in the fish eaten by the birds.
A program promoted, the process of which is given.

The industry would then have a reason to turn in the bird carcasses, since the industry needs to know whether the fish it catches are contaminated with toxins.
If I'm right this statement says that the examination of bird tissue would help fishing industry whether the fish is contaminated or not. However, not exactly sure how it would be so.

Which one of the following, if true, most strongly indicates that the government program would not by itself provide an accurate count of the seabirds killed by net fishing?

Repharsed version - Which one of the options would weaken the thought that govt's plan to count seabirds killed would be successful(in giving an accurate figure).?

(A) The seabirds killed by net fishing might be contaminated with several different toxins even if the birds eat only one kind of fish - INCORRECT. Knowing about several different toxin does not help to counter the thought that govt's plan would not be successful.

(B) The fishing industry could learn whether the fish it catches are contaminated with toxins if only a few of the seabirds killed by the nets were examined - CORRECT. If a small number(10 or 100) of seabirds are examined to establish that fish caught is contaminated, then number of seabirds killed by net can be 1000 or 100,000 or more. There is no higher limit of those number of seabirds killed. Also, they may have been killed because of some other reason.

(C) The government could gain valuable information about the source of toxins by examining tissue samples of the seabirds caught in the nets. - INCORRECT. Again source of toxins is not the core of the argument.

(D) The fish caught in a particular net might be contaminated with the same toxins as those in the seabirds caught in that net. - INCORRECT. Yes, possibly but how how does it helps in keeping an accurate count.

(E) The government would be willing to certify that the fish caught by the industry are not contaminated with toxins if tests done on the seabirds showed no contamination. - INCORRECT. Govt's willingness doesn't play any role at all in providing accurate count of seabirds killed.

It was B and D that made me think a lot. However, for D assumptions have to be made for it be right.

This was a highly tricky question i was literally not eleminate many noptions however i sticked on to some options that made a bit of sense that was b because since if the fishing industery figured out the toxins they wouldn't report the same to the government and then conversely the government will not be able to figure out and utimately their plans will faill hance IMO B

IMO [b], because if the industry can find out if their fish is intoxicated, then they can easily get rid of the program and stop co-operating because their motive is fulfilled, and the government's still isn't.

This question asked that how will govt plan can fail, not that how govt is dependent on fishing industry. Option A says that a bird can have multiple toxins, this may or may not weaken govt's plan. However option B says that fishing industry folks can come to know about toxins through few seabirds count only (say 100) and the actual number can be 1000. So just by testing 100 , they can stop as their problem of identifying the toxin will be resolved and they can chose to tell a wrong number to govt
