The fishing industry cannot currently be relied upon to help the government count the seabirds killed by net fishing, since an accurate count might result in restriction of net fishing. Now the government wants to know the seabirds being killed by net fishing. But the industry will not give this info on their own, as wildlife NGOs and government may not like the damage to so many birds and put restriction on net fishing.
So the recommendation is that the government looks for toxin that the fishes are contaminated with by checking the fishes eaten by these dead birds. The government expects that the industry guys would deposit the dead birds to government.
We have to find a reason why these industries will not participate in it.
B tells you
If by depositing just few dead birds, the amount of toxins can be found out, why would they deposit any more dead birds. And thus the correct number will still not be known.
