The graph to the left shows 2007 expenditures on environmental preservation and restoration of five cities. The expenditures are divided into four categories: the planting of cultivated plants in city parks and the preservation of wild plants in nearby woodlands; the control and cleaning of air pollution; the conservation and cleaning of rivers, lakes, and oceans; and recycling. A fifth category is included for all other environmental spending. The values on the y-axis are in millions of dollars.

Q1: The graph has horizontal unit markings which makes it easy to count and compare the amounts spent by Dune and Azurmont on water conservation. Dune - 5 units Azurmont - 1 unit
So... Dune City spent approximately (5-1 = 4) million dollars more on water conservation and purification than did Azurmont.

Q2. Standard deviation refers to degree of change (a set of numbers with a wide range e.g. {2,5,10,50,100} will give a larger S.D. than a set with running numbers {99,100,101,102,103}. From the graph, you can see that the expenditures across the 4 main categories in Cold Springs are roughly equal (visually, the coloured boxes are about equal in height).
So... The city with the smallest standard deviation among its expenditures in the four main categories of spending is Cold Springs.
A. Harborside B. Mistvale C. Azurmont D. Dune City E. Cold Springs
Ans to 1st ques is close to 4.5. We can’t conclude without a magnifying glass that the true value at micro level and say it’s less than 4.5 or more than 4.5
