Although I selected C), the construction "it was heartbreaking when .... " doesn't quite follow the standards of how the placeholder "it" should work.

The placeholder it usually works fine in the following cases

1. It <description> that <Clause>

2 It <description>+ to +verb(infinitive)

3. It + (TO BE verb) + NOUN + that/who + verb

Experts please help.

so much.. that is the correct idiom. Hence, C is the answer.
