Option (E) has a meaning problem. It states: The Immigration Service now has the discretionary power to keep families united even though all their members have not resided for five years, as required.
Saying "all the members have not resided" implies that not even a single member has resided for five years. This is clearly not the intention of the statement - it tries to convey discretionary powers when some of the members may not have resided for five years. The correct structure in this case is "not all" and not "all...not".

A and C both suggest "ALL the member don't meet the requirement"
B suggests "some of the members do meet, some of the members don't meet"
