A makes sense too.

Even though all their members do not meet the requirement, TIS has the discretionary power to keep families united.

Hello krndatta,

We hope this finds you well.

To answer your query, Option A conveys that none of the family members meet the requirement; this meaning is illogical in the broader meaning of the sentence because if all the members fail to meet the requirement, the question of keeping them all together does not arise, as they all share the same status.

Option B conveys that some but not all of the family members meet the requirement; this makes sense in the broader meaning; if some members fall into different immigration status, the question of whether to send the ones who do not meet the requirement away, while keeping the others, arises.

All of X are not Y --> ambiguous; unacceptable
we don't know whether this means "none of X is Y" or just "some X are not Y".

Not all X are Y --> unambiguous; this is ok
this just means that there is at least one X that is not Y.

Therefore, answer choice A is wrong and we need to pick answer choice B.
