I doubt "B" is the correct answer. Answer to important question "why the ladies decided to use the last year's decoration" is missing from the answer. "D" is another answer that looks plausible, but it has meaning changed. It seems to indicate to a particular decoration that was used last year to save money.
I choose "A" as the correct answer.
Please explain why "B" is correct.

(B) save money by using last year's decorations. (Concise and Correct)
(C) save money by using the same decorations that were being used last year. (Usage of passage is not preferable)
(D) use the decorations that were used last year to save money. (Same as C)
(E) save money and use decorations that were the same decorations that had been used last year. (Same as C)
