IMO B

Since what meteorologists predicted is earlier action than had affected, so past perfect tense will be apt here.
Correct me if I am wrong.

(A) had expected may occur --> Redundant much

(B) had expected --> Rectifies Verb-Tense error

(C) expected the occurrence of --> Past perfect tense preferred for earlier action in sequence of events

(D) expected may occur --> Same as C

(E) expected --> Same as C

Hence, B.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



The first thing you must decide is whether to use the simple past or the past perfect. The expectations of the meteorologists occurred before the hurricane affected the metropolitan area. Therefore the past perfect should be used. Eliminate C, D and E. B is shorter and simpler than A. Therefore B is the correct answer.
