Option A
The passage says that in each election cycle, northern branch raised 30% of the funding and won 50% of the seats.
So, the southern branch raised the remaining 70% and won the remaining 50%.
Now compare efficiency:
Northern branch: 30% funding→50% seats
Southern branch: 70% funding→50% seats
So the southern branch needed more funding to win the same share of seats. Therefore, the southern branch won fewer parliamentary victories per dollar raised.
