as original sentence has "savings fell" so final answer must be in simple past .only option b is in simple past so option b is the correct choice.

Here's the official explanation provided by the GMAC for this question:

This sentence states that savings and loan deposits fell by $5.1 billion in August after rising by $54 million in July. The underlined portion of the sentence must be worded to clearly indicate that the deposits increased by a total of $54 million in July.

Option A: The past progressive were rising indicates an event that was ongoing and incomplete during some other event or period. In this case, the sentence describes a completed, total increase of $54 million during July, not an ongoing, incomplete increase. The amount by which the deposits were rising would be more appropriately expressed as a rate such as by an average of $1.8 million per day, not the final result of the process. So the past progressive is not an appropriate verb form.

Option B: Correct. The simple past rose is an appropriate verb form to use in describing an event that was completed, in this case the total increase of $54 million during July. The relative adverb when clarifies that this was the total increase during July. Since the times of the two events are specified, their order is clear, so the past perfect had risen is not required.

Option C: The participle having risen indicates that the increase of $54 million was completed at some indeterminate time in the past, perhaps by the end of July (or the beginning of July), but not that $54 million was the increase from July 1 through July 31 specifically. The use of with is vague and confusing, and leaves the time of the $54 million rise unclear.

Option D: The participle having risen indicates that the increase of $54 million was completed by the end of July (or perhaps by the beginning of July), but not that $54 million was the total increase from July 1 through July 31.

Option E: The participle rising confusingly suggests that the increase of $54 million was ongoing throughout the events described, not that it was the total increase in July. The preposition by duplicates the by immediately following the underlined portion of the sentence.

The correct answer is B.
