I totally agree!
The source is GMATCLUB!!! so this website ...
their GMAT ultimate grammar book ...

so maybe the underligned portion is wrong or there are too many words in some of the options?

Yes, this seems to be an oversight. Probably the "who" before "had" was not meant to be there.

Hi I can not find any verb pair for the subject "The old fisher man" in any option . E seems to use awkward usage of "which".
Moreover, the use of pronoun "it" is wrong in both c and D.
Because of absence of Main Verb in the sentence options A and B are wrong.
daagh sir, Can you please enlighten me what to do when we face such circumstances in GMAT.

Ok, this question is not a proper one; just ignore it and move on.
But, I am using it to give examples of fragments to the students and teach them how to correct the errors by providing amendments in each choice.
