B is the right one.

'A' provides info on the incentive given to manage. Even if the incentive is given, it cannot guarantee crowd gathering.
Incentive is given when crowd is managed. Irrespective of heavily crowded or not, it should be managed.

'B' is the only relevant answer pointing out the reasons for increase in the number.
