The point is that choices A, B, and C are fragments without a working verb for the subject; D is the correct one because it uses the right tense of the verb  ‘has been’,  for an event that began four decides ago, and that continues.

The present perfect is strongly indicated by the prepositional phrase ‘ for four decades’

Any allusion to Keynesians in the modifier clause started by the pronoun  who  , should be simply ignored as irrelevant to the main intent of the topic.

E (Incidentally there is a typo and it should be ‘one’ and not ‘on’) is good enough for grammar, but it is not clear what the prepositional modifier ‘for four decades’ is modifying. It wrongly seems to fall on the science rather than domination. Hence, E can be dropped

D remains the preferred choice.

AdityaHongunti  We only know this because D is the only choice that works, so we have to use whatever tense it offers us! A-C have no main verbs and thus are not even sentences. E gives us "The science of economics, for forty years, is." We can stop right there. We can't say that something IS, and then apply "for forty years" to that verb. Adding "one that was" further jumbles the situation. It's now saying that econ IS a science that WAS dominated by Keynesians (for some unspecified period of time), and that this state of BEING such a science is happening for forty years. Or something like that. Trying to ascribe meaning to this is pretty hard.

B - economics -- was (Subject - Verb issue) also main subject "science of economics" lacking verb
C - science of econmics been .. incorrect.. lacking the main verb.

both are passive voice

Rewrite in Active voice
D - Keynesians have dominated the science of economics for four decades
E - Keynesians dominated the science of economics, for four decades

D looks perfect here.. present continuous makes sense.

Will go with D.

reason -- > the sentence says "but who were ultimately led away from solutions based on government intervention."

That means they do not dominate the science of economics anymore.

A -- > Which points to economics not the study.
B --> Same problem, that points to economics
C and D -- > has been --> has been indicates the continuing acting -- > which suggests the keynisian's still dominate the science of economics, which contradicts the last part of the sentence

E---> on the other hand uses past tense to correct this issue.

Not really!!! The dominance of Keynesian's science of Economics is still prevalent. Just the idea or a rule that dictated the science changed.

Say, 
Science evolved in 1970: Government dominated economy.
1975: Something else(Privatization) dominated economy.
2011: Science of economy is still prevalent, but the idea is privatization centric.

Moreover, a continuous nature of the sentence demands the use of Present Perfect Continuous OR Past perfect Continuous- some tense with progressive nature.

My approach to the correct answer:

The science of  economics, which for four decades was  dominated by Keynesian s, who at first stressed the government’s role in stimulating the economy, but who were ultimately led away from solutions based on government intervention.

Error finding: in the original sentence, ",which" introduces a subordinate clause, but main clause "the science of economics" remains incomplete. 
So, A is not the answer.

(A) economics, which for four decades was  >> reason stated above. 
(B) economics that was to be  >> "was to be" - wordy 
(C) economics, one which has, for four decades, been  >> to much unnecessary breakup of sentence. 
(D) economics is one that for four decades has been  >> Though this sentence has present tense (when remaining sentence has past tense) I chose it because it is clearly conveying the meaning.  
(E) economics, for four decades, is one that was  >> "is one that was" wordy

My learning:
1. In a sentence we may have different tenses, but they have to be in different clauses.
2. Too much break up of sentence is unnecessary.

We need a verb for the subject "Science of Economics"
A and B goes off.
In C 'one which' is redundant; we would prefer either one or which not both.
C goes off.
The meaning is that Keynesians dominated science of economics for 4 decades.
So we need a present perfect tense.
Moreover in E, 'Science of Economics for 4 decades is the one...' conveys the wrong meaning.
D is grammatically correct and conveys the intended meaning.

I have read the posts that say why D is a better choice then E.
I am still unclear as to why we have to use a present progressive tense over a past tense?
More importantly how do I infer the tense from this question?
