The State of West Goa's Secretary of Public Health has proposed a comprehensive new public health education and assistance program to help reduce smoking in West Goa. The Secretary is supporting a bill that would finance the program entirely by a dramatic increase in taxes on tobacco products. However, the legislature should not pass the bill, because those who will benefit from it—people who are attempting to quit smoking—are the least likely to bear the burden of financing it, since they are the least likely to purchase tobacco products.

What is OA? and Source?

My Question : (The question is valid only if OA is D)

Generally Gmat questions consider all the details (even the minute details) in forming correct answers. Here the following information was not used for arriving at answer
"the legislature should not pass the bill, because those who will benefit from it—people who are attempting to quit smoking—are the least likely to bear the burden of financing it, since they are the least likely to purchase tobacco products." Why So? Am I missing something?

I could be wrong but I personally don't imagine such a question appearing on the real GMAT. Partly due to the reason in the quoted comment. I'd keep away from such custom questions as they can mess up your confidence and concepts.

C & D are an important pattern in gmat; put it simply, the pattern is short-term vs long-term.
