Q2 and Q3 is just table sorting and checking

"The state that had the highest violent crimes rate in 2011 is the state where the violent crimes rate reduced by maximum percentage in 2021."
Sorting by the column "2011", we see that the state which has the highest violent crimes rate in 2011 is Delhi. It goes from 10 to 5 (a reduction of (10-5)/10 = 50%). Lets try to find out whether some state has a value in 2012 that is lower that 2011's value.... in practice, to save time, it is better multiply the 2012's values by 2, since doubling is easier than halfing;
You will find out that Sikkim goes from 2.3 to 1.1. since 1.1*2=2.2<2.3, the statement is FALSE.

Hi,
Is there a way to be sure that there is another value which has greater increase in statement 1? Under timed conditions with data of 29 cities, it will be very time consuming toe be sure if there is any such value?
