B is the right answer because the argument says that "Only after the transfer can important new therapies help patients".

This means that this condition is necessary for the drugs to be helpful hence without this drugs cannot be helpful.

Very tricky question. Why is B) preferred over E)? What is the justification to eliminate E)?
Is the omission of the discovery and clinical testing process the reason why it is not a sufficient inference since it assumes that one bypasses this process and goes straight to transferring to the marketplace?

(B) is a valid inference from the passage. The passage suggests that new therapeutic agents are initially developed and tested by academic and government research communities, but they only become accessible to patients after they have been transferred from the laboratory to the marketplace. This implies that patients do not benefit from these new therapies until they are available in the marketplace.

(E) is incorrect because the passage does not make this claim. While the passage discusses the FDA's role in facilitating the transfer of new discoveries to the marketplace, it does not make any claims about the immediate effectiveness or guaranteed benefits of these new therapies once they reach the marketplace. The passage does not state that all therapies will automatically help patients once they are introduced to the marketplace. It merely discusses the FDA's role in the process of transferring new discoveries from the laboratory to the marketplace.

Here's (E).

(E) If a new medical discovery has been transferred from the laboratory to the marketplace, it will help patients.

That statement means basically that transferring a discovery from the laboratory to the marketplace is SUFFICIENT for the discovery to help patients. In other words, it means that, if it has been transferred, it WILL for sure help.

Let's see what the passage says.

Only after the transfer can important new therapies help patients.

That statement means basically that transferring a discovery from the laboratory to the marketplace is NECESSARY for the discovery to help patients.

What's necessary is not necessarily sufficient. So, we see that the passage does not indicate that "If a new medical discovery has been transferred from the laboratory to the marketplace, it will help patients." After all, the fact that something can help only after transfer to the marketplace does not mean that it will help after transfer.

Eliminate (E).
