Here I want to add why B is correct.

Let's understand with below explanation.
x is better student than any student in class.
In above statement, any includes x too. And how x can be better than himself.
Therefore, statement can be re-written as-x is better than any other student in class.

So here "any other" is important.
Only B and E follow this rule.

Now between a proportion and proportions of woman- former is correct.
B is winning choice.

In this sentence, we can quickly make out by looking at the use of ‘than’ that there is a comparison being made here.

Firstly, it seems like the comparison is between one particular government and a general set of governments.
Therefore, it must have ‘other’ qualifying the word ‘government’ towards the end. Gvij2017 explains this in his previous post.

Secondly, certain words are omitted here because they are implied – in this case, the sentence is really saying: The US government employs more women than any other government employs women.
This can be more simply expressed as:
The US government employs more women than any other government does.

This is why Option B is the best choice.
