My answer is (D). It took me 01:58

(A) "it" in "viewed it" can refer to "proposal", "foundation", or "plan".

(B) the United States cannot be "Known as the Marshall Plan".

(C) The relationship between "the Marshall Plan" and "the United States' proposal" is not mentioned.
"to help reconstruct Western Europe" can be interpreted in two different ways: (1) to modify the proposal. (2) To show the purpose of the USSR's opposition.

(E) "which they opposed" has a couple of issues. (1) Which modifies "the Soviet Block". (2) "they" has no clear antecedent. USSR is singular.

I don't think its enough of a reason for it to be correct because its in active voice :tongue_opt3
The meaning and the relation between the USA and the Plan is quite unclear.
there are several modifier errors but D seems to have the least trouble making sense
via POE

So, what was the Marshall plan? :)
- Definitely the proposal.

Now, as the entire sentence is underlined, i would refrain to comment on the "intended" meaning of the sentence. But, I know one thing for sure that the Marshall plan is something that was proposed and that USSR opposed.

Let's look at the choices one-by-one.

A. The United States' proposal to help reconstruct and create a more secure economic foundation for Western European countries in the aftermath of World War II, known as the Marshall Plan, met with opposition from the USSR, which viewed it chiefly as an attempt to undermine the consolidation of the Soviet Bloc.
"the Marshall Plan"can imply to "aftermath of WWII". This won't be right (keeping the noun-modifier too far is not a great idea, howsoever mission-critical stuffs come amidst)

B. Known as the Marshall Plan, the United States proposed to help reconstruct Western Europe and create a more secure economic foundation for European countries in the aftermath of World War II, but met with opposition from the USSR, which viewed the plan chiefly as an attempt to undermine the consolidation of the Soviet Bloc.

Correct Option D

1. The United States' proposal is the main subject, it is a pure "Noun"
2. Correct structure "reconstruct and create"

Eliminate B,
for wrong usage - Proposed - is a verb, gives wrong intended meaning and makes it grammertically wrong, and Wrongly modifies the United States,
"Known as the Marshall Plan" must modify "The US's proposal"

Eliminate E,
1. wrong usage "The United States had proposed" same like option B, and more worst with Past tense usage of "Had" as if the proposal is completed before proposal offered.
2. Wrong usage of word undergo "reconstruction" it is a Noun, we need verb here like reconstruct
3. the use of the plural pronoun they is ambiguous and confusing, if it is refer to The USSR (Singular) creates SV Agreement flaw.

Eliminate Option C
- Modifier Error
- Wrong structuon of "reconstruct and create"
- Wrongly refer the USSR as subject in the sentence
