The works of Isaac Newton reveal that his scientific insights usually came about not in a burst of insight but developed gradually from his studies of the previous accomplishments of scientists and mathematicians.

Parallelism again to the rescue, Here the parallelism marker being NOT X BUT Y.

A) came about not in a burst of insight but developed gradually
NOT in … BUT Developed…. Parallelism Issue.

B) came about not in a burst of insight but were gradually developed
NOT in … BUT were…. Parallelism Issue.

C) did not come about in a burst of insight but developed gradually
Best of ALL.

D) did not come about in a burst of insight but had gradually developed
Here Use of Past perfect tense ” had gradually developed” is absolutely not justified.

E) did not come about in a burst of insight but they were gradually developed
NOT come … BUT they were…. Parallelism Issue.

Can anyone answer why option c is correct even thought it changes meaning?

As per option c, his insights developed something which is incorrect; the meaning should be that his insights were developed.

I believe we should consider the meaning first and then parallelism issue. Grammatically option E is correct as it joins independent clause and dependent clause with conjunction but.

his insights developed something?

Linking verb "were" is missing in the sentence. Option C can't be the right answer because of this error. Option E is the best among the available answers.
