E-- presence of 'being' still makes it correct?

I went with E. since it seemed most logical but still can't get a hang of the whole sentence structure. Waiting for expert's analysis.

It should be allowed "to have" and not allowed "having". Plus, the tense is wrong for that usage.

Is the below sentence correct?

There are very strict rules at the apartment complex where I live about residents not being allowed to have pets in the building.

i was confused between A and E.

'being' is generally wrong in GMAT.

i opted for option A.

there is no punctuation in the entire sentence.

and what could be the correct form of this sentence if it appears in GMAT.
