Answer is B.

B maintains parallelism between the the main verb 'requires' and the 3 different elements of the sentence (i.e., requires strong personal skills, requires the ability to think fast, and requires a can-do attitude).

To maintain parallel constructions, each item in the list of three must either be the object of the first verb or have its own verb; A, C, and D are incorrect on these grounds. D also doesn’t make sense. E is incorrect because it does not make sense to use “but with” to contrast the previous positive attributes with a complementary positive attribute. B is clear and grammatically correct.
