Yes, most of the top B-schools are waiving GMAT scores and application fees. However, final deadlines for International applicants are closed for most of the schools.

What does this means for new applicants ?

TOI is too late to get it as news. Most of the deadlines are already over or very near plus there's the downside of being an international student. Kellogg had waived GMAT. Evaluate the situation for yourself as without GMAT the application will be losing significant weight that it should have.

Some waive gmat, but the application deadline of most schools is near (early June). That also means higher competition among pools of candidates.
