US Visa system is as complicated as it can be. I will try to summarize what I know so far. Please refer this information with grain of salt.
Employeement Based Green Card (GC) can be filed in two categories EB1 and EB2.
EB1 is for executives and managers. In order to file in EB1 category applicant has to show few years of managerial experience in US and outside US. Most EB1 applicants get GC within 1-2 years.
EB2 is for skilled workers e.g. developers, architects, product managers etc. EB2 applicant go through different level of waiting period. If applicant is from India, China, Pakistan or any other country which has long queue for GC, then it can take as long as 10 years to get GC. EB2 queue for Indians is 10+ year.
Now let's talk about process. There are 4 stages of getting Green Card in EB2 category. Most applicant's GC get processed in EB2.
1. PERM/Labor certification stage.
2. I-140 immigration petition
3. I-485 Application to adjust status.
4. Finally GC
After stage 2 which is I-140 approval, applicant can apply for existing visa extension if applicant's US visa was over. Once extension is approved, applicant
can change employer. He/She doesn't have to stick with company which filed his/her GC. Most people do change their jobs once they get I-140 because it gives them opportunity to find better package company.
What is the motivation behind raising their salary? --> GC candidate with GC is treated as resident and H1B as non-resident/non-immigrant. Resident get as much benefits as citizens gets. GC candidate can file for citizenship in 2-3 years.
A majority of H1B employers pay migrants workers below market wages standards,resulting in major savings in labor costs for companies that use the H-1B.

Wouldn’t it still take about two or three years to actually get a green card?
