(C) Rebutting an opposing position by suggesting an alternative explanation - The author rebuttles the point that even though fall in stock prices is a problem, the upside is that it will motivate the private firm and increase efficiency.

(D) Discrediting an opposing argument by questioning its relevance - This is the correct choice. The author never questions the revelance of any argument.

(E) Characterizing an argument against a course of action instead as an argument in its favor - This correct described the author's argumentation.

Let's deconstruct the portion of the passage that is of interest to the question.

    Some critics charge that voucher holders would not be interested in how their enterprises are managed, as may be true of small corporate shareholders in capitalist countries who pay little attention to their investments until the corporation’s profits fail to meet expectations, at which time these shareholders rush to sell their securities.


Here we are given the substance of the critic: employees do not care of vouchers and behave like some other people who when stock prices are falling rush to sell their shares.


    While the resulting fall in stock prices can cause serious problems for a corporation, it is this very pressure that drives private firms toward efficiency and profitability.


Here the author expresses a contrast by claiming that: "Yes, what you critics say is correct. That happens. But there is more to what you are claiming. This pressure many times drives companies to be profitable and efficient."

So per the author there is some positive aspect associated to what the critics consider negative. Hence the author turns the critic into something positive.


(A) Describing a paradox that supports the author’s position

Found you posts really helpful. Thank you for such a thorough analysis of the answer choices. Please could you help me understand how exactly is (C) in Q4. correct? I had a doubt in Q4, I marked D because the author is not questioning the relevance of the "falling stock prices" hence that is the least accurate representation of his argument. Option C says rebuts and suggests an alternative explanation. Isn't that what the author is doing? He's saying that the fall in stock prices is what then drives the enterprise forward. Even if this is not an alternative explanation I still think he isn't questioning the relevance as well, hence D is a very probable choice.

I’d say your concern about (D) is reasonable, but (C) is still less accurate.

The author does not offer an alternative explanation for why stock prices fall. He accepts the critics’ explanation that disappointed shareholders sell and prices fall. What he changes is the significance of that fall, arguing that the pressure can improve efficiency.

(D) is awkward, but it can be read as saying the author questions whether falling stock prices are relevant as an objection to privatization. He accepts that prices may fall, but argues that this supposed drawback can actually serve a useful function.

So (C) misstates the author’s reasoning more clearly than (D).

But I would not call the question especially tight.

You have spotted the right distinction; it is where you land with it that goes wrong.

On C, the deciding word is "explanation." Look at the line:

"While the resulting fall in stock prices can cause serious problems for a corporation, it is this very pressure that drives private firms toward efficiency and profitability."

The author accepts that prices fall, and accepts why. He never proposes a different cause. What he changes is the significance of the fall: yes it hurts, but that same pressure is what makes firms efficient. That is reinterpreting the consequence, not offering an alternative explanation. C describes a move he never makes, which is why it is the LEAST accurate and therefore the answer.

On D, he does undercut relevance. By conceding the critics' fact and then saying this very pressure drives firms toward efficiency, he defuses the falling-price concern as an objection to voucher privatization. That is discrediting an argument by taking away its bite, so D accurately describes his method, and on a LEAST-accurate question an accurate description is the wrong pick.

A quick parallel. A critic says, "This medicine causes drowsiness."

- Alternative explanation, which is what C describes: "The drowsiness comes from the illness, not the medicine." A different cause.
- What our author does:"Yes, and that drowsiness helps you rest and heal." Same fact, reinterpreted significance.

Match each choice against that, and C is the one thing he never did.
