 B.  that at some time  in the past the deer population exploded  that significantly increased their numbers

C.  that sometime  in the past the deer population exploded  so that their numbers were significantly increased

D.  some time  in the past the deer population exploded  from which their numbers were significantly increased

E.  some time  in the past the deer population exploded  so as to increase their numbers significantly,

This question deals with parallelism.  Since “that” is used at the beginning of the sentence in the phrase “that the impact,” it should also be used at the beginning of the explanation after the dash, “- that.” The end of the sentence also needs to be parallel. “Our deer population,” uses the format pronoun + noun, so the phrase before should read “their numbers,” to make it parallel. Right. I thought “recognise that” has to be parallel.
But as Hyphen is present, it just gives extra info, so that may not be necessary in B.
And in A, the verb-ing modifier gives the result of previous clause “population is exploded”. So in this sense A is right. Without the beigninng “that” in B , it can be right. It’s a close call between A and B, I’ll go with A considering above reasons.

Sorry but is there any rule that only because a that structure occurs in the beginning of the sentence you need a parallel structure after the dash?

I mean A makes total logical sense and B sounds awful and changes the meaning a bit and the right meaning should be the one stated in the first answer choice right?

I agree with you. WHat comes after "-" looks more of a description of previous clause rather than a parallel element to previous "that clause", which experts recognize.

I could not decipher why choice B is correct, especially because of the  usage of "-" 
As per my knowledge, hyphen generally describes the term. I don't even see any parallelism marker.   Can "-" be a parallelism marker?

Please shed some light on this one.

which incusion leads to ambigiuty whether it's refering back to the explosion or some other time in the past therefore out

so usage is distorting the meaning and not delivering the intended reasoning therefore out
