Why is option A incorrect? In this case, AS acts as SINCE does.

I think both options C and E are missing something.
In Option C, the structure is correct, but in the end we have "as they had" which is wrong.
However, in Option E, "Many legal teams responding to Deloitte’s annual Legal Operations Survey indicate that they" should be the correct structure.

Kindly let me know if I am wrong here.

Shouldn't INDICATE take THAT ? I also noticed the difference between 'HAD' and 'HAVE' in options C and E, but I chose E because of the usage 'INDICATE THAT'

I don't think it is a good question.
Even if we ignore the 'that' in option E (which we can't), how is the use of 'but' justified?
Logically I don't see any contrast here.

To provide a bit of clarity here, the contrast is between the fact that the legal teams are already improving certain metrics and the idea that they can still improve much further.

A much simpler version would be - "I am trying hard, but I can still work harder.

Okay, so I feel that the use of comparative degrees is a giveaway for us to use contrast.
'further' / 'greater' / 'harder'
or anything which tells me that <something is going X way> but <it can go even better/worse/XYZ way>
but can we still choose option 'E' as IMO 'that' is required?
