Admitted RD today, received a phone call. I was told I'd see an email/status change today Applied: 5 October 2011 Invited to Interview: 12 December 2011 Interviewed: 28 December 2011 Admitted: 9 January 2011

A bit confused about their deadlines - I submitted before the Jan 4th date and my status said "submitted, being printed for review" (or some such), then few days later got an email saying my file was not complete b/c one of the recommendations was missing (fair enough). So does this now mean my application is not being reviewed until April 11?

No, CBS uses a rolling admission process, so your application will be under review as soon as you've submitted your missing documents. But given that your application was not complete on Jan 4, you may no longer be considered for merit fellowship (that's all the deadline is used for).
